ROCKFORD, WA (July 29, 2024) — Two teens identified as Rogan Murrell and Jayneat Morgan died in a DUI crash on Saturday, July 13.
 
According to the Washington State Patrol, the crash took place on Highway 27 at milepost 71 near Rockford in the evening.
 
WSP confirmed that 33-year-old Jesse Roullier drove northbound on Highway 27. Then he crossed the center line and collided head-on with a red Ford Focus with three occupants inside.
 
When WSP arrived at the crash site and talked to Roullier, they noticed a smell of intoxicants from him and his vehicle. He told WSP he had some drinks an hour before he drove home. After a field sobriety test, WSP arrested Roullier for DUI.
 
Meanwhile, WSP confirmed two occupants of the Ford died from sustained injuries. They identified them as 18-year-old Rogan Murrell and 17-year-old Jayneat Morgan. Paramedics also airlifted the third passenger, 18-year-old Noah Laitinen, to the hospital with life-threatening injuries.
 
Officers booked Roullier into the Spokane County Jail for Vehicular Assault, DUI, and Vehicular Homicide. They set his bail for $2,000,000.
