Glenn Starks Intentionally Killed by Tod Archibald on Highway 99 in Everett

 
EVERETT, WA (December 19, 2022) – Police identified 50-year-old Glenn Starks as the victim who died in a hit-and-run on Highway 99 on December 3.
 
According to the Washington State Patrol, the collision happened just north of Manor Way shortly after 8:30 AM. Based on a report, the victim was shoveling snow on the sidewalk in front of Kirkland RV.
 
Subsequently, 50-year-old Tod Archibald struck him before leaving the scene on foot.
 
As a result, Starks died in the incident.
 
Troopers said Starks and Archibald had an argument about a limousine purchase in November. Later on, detectives were able to positively identify the Archibald and take him into custody.
 
Archibald was booked into the Snohomish County Jail for investigation of felony hit-and-run vehicular homicide and first-degree murder.
 
No other information is known at this time.
