AUSTIN, TX (April 29, 2024) — Officers arrested 38-year-old Cesar Tobias after a car accident on Highway 183 on Monday, April 8.
 
According to Austin police, officers responded to the 5400 block of South Highway 183. They said the 911 caller stated a man threw a rock through the front windshield of his car, causing injuries to his wife.
 
On scene, EMS treated the 81-year-old woman’s injuries. She sustained lacerations to her fingers trying to protect her face.
 
The husband said he stopped his vehicle and went to approach the suspect. However, he decided to get back in and dial 911.
 
Police looked for the suspect for about 25 minutes. Then, a man selling pecans nearby said he saw someone who looked like the suspect running across the roadway.
 
Officers shortly saw Tobias walking through a heavily wooded area. When the officer approached him, they saw that he was sweaty and covered in twigs and leaves.
 
When officers asked the man if he threw a rock at a passing vehicle, he responded with the right to remain silent.
 
Authorities then arrested Tobias and booked him into the Travis County Correctional Complex on a $20,000 bond. They charged him with aggravated assault with a deadly weapon.
