Phillip McShan Arrested in Fatal Pedestrian Accident on 80 Freeway Pedestrian Struck, Killed by Suspected DUI Driver Phillip McShan in Davis SAN JOAQUIN COUNTY, CA (April 18, 2023) - Officers arrested Phillip Duane McShan of Fairfield after a fatal pedestrian accident on 80 Freeway on April 9. According to the California Highway Patrol, the collision happened just east of the Pole Line Road overcrossing around 12:30 AM. Based on a report, the pedestrian was walking in the lanes of the freeway at the time of the crash. At the same time, McShan was driving a black Polestar heading westbound.
