TEMPLE, TX (October 22, 2024) — A 2-year-old boy identified as Winston Short-Garcia died in a T-bone accident on Monday, September 30.
 
According to the Temple Police Department, the incident took place on the 7500 block of North Highway 317 Monday evening.
 
Police said an assault incident occurred in the 9300 block of Highway 317 before the crash. The assault victim identified as Luis Felipe Garcia Cisneros escaped. Then 25-year-old Joshua Rios, of Moody, who was the suspect, chased him.
 
Cisneros drove at a high rate of speed to avoid the attack. That is when his vehicle was pushed into traffic and caused a T-bone collision with a third vehicle.
 
Paramedics brought four injured people to the hospital. Short-Garcia, a passenger in Cisneros’ vehicle, sustained traumatic brain injuries and died. Loved ones made a GoFundMe to help with funeral expenses.
 
On Tuesday, October 8, Rios surrendered to authorities. They charged him with four counts of aggravated assault with a deadly weapon. He is currently held on a $2-million bond in Bell County.
