RICHLAND, WA (December 10, 2024) — Ricardo Arroyos and two others sustained injuries in a wrong-way accident on Friday, December 6.
 
According to a Washington State Patrol report, the incident occurred on Highway 240 near 182 Freeway at around 11:00 p.m.
 
WSP said 24-year-old Ricardo Arroyos, of Pasco, drove a Ford Explorer north toward Richland in the southbound lanes of the Highway 240.
 
At the same time, a Nissan Versa driven by 35-year-old Eduard Ballesteros Morales, of Kennewick, moved south toward Kennewick. Then Arroyos’s SUV struck the Nissan.
 
Paramedics transported both drivers and Arroyos’ passenger to Kadlec Regional Medical Center in Richland. They identified the passenger as 21-year-old Samantha Bounds, of Benton City.
 
As of Saturday, their conditions were not immediately available.
 
WSP said that neither Arroyos nor Bounds wore seat belts. In addition, they said there are pending charges against Arroyos.
 
According to WSP reports, they suspect drugs or alcohol as a factor in the incident.
 
The Washington State Department of Transportation said crews closed both southbound lanes of Highway 240 until around 4:50 a.m.
